Robert L. Handley, was born February 10, 1946 in Tillar, Arkansas and is married to the former Carrie L. Rayford. They have three children: Thaddeus, Leslie and Cassandra. They also have four grandchildren: Thaddeus Jr., Raven, Kimara and Carrington.


  • Graduated from Wolfe Project High School, May, 1995.
  • Graduated From AM&N College, May, 1970, with a B.S. in Mathematics and Physical Science.
  • Graduated from the University of Arkansas at Fayetteville in 1981, with masters in Education Administration.
  • Graduated from the St. Martin College and Seminary in 1983, doctorate of ministries.
  • Done further studies at the University of Arkansas at Pine Bluff, University of Arkansas at Fayetteville, and Henderson State University at Arkadelphia, and Arkansas State University at Jonesboro.
  • Attended a multitude of conferences and workshops in both secular and Christian Education, as has been a presenter at the district, state, national and international level.

Work Experience:

  • Bookstore manager for the AM&N College/University of Arkansas at Pine Bluff, 1970 – 1975.
  • Instructor of mathematics in the Pine Bluff School District from 1975 0 -1987.
  • Administrator for the Pine Bluff School District from 1987 – 2007, also served as Interim Superintendent for the Pine Bluff School District.
  • Served as a commissioner, State Claims from 1985 – 2001.
  • Served as adjunct professor at the University of Arkansas at Pine Bluff, and Arkansas Baptist College.
  • Teacher and lecturer for the district, state and National Baptist Congress of Christian Education and the Germany Baptist Congress of Christian Education.
  • Pastor of the Mt. Harmony Missionary Baptist Church from 1977 to present.

He has served as:

  • President of the St. Marion District of Christian Education.
  • Moderator of the St. Marion District Association.
  • President of the Consolidated Missionary Baptist State Congress of Christian Education.
  • Member of the Board for the National Convention and National Congress.
  • Co-chairman for the Partners for a Better Pine Bluff.
